Dr. Marion Perpick-Breton (M.Sc.,Ph.D, M.D.,ICEEFT Certified)
Dr. Perpick-Breton has a scientific background, holding a Master’s degree in Chemistry/Biochemistry, a Ph.D. in Physical Chemistry, and a year of research in Medical Genetics prior to obtaining her Medical Degree at the University of Toronto, Canada. She is a General Psychiatrist with specialty training in Child, Adolescent and Marital Psychiatry. While in Ontario, Dr. Perpick-Breton was affiliated with two major hospitals and also acted as consultant for Child Welfare organizations across Canada. As such, she conducted numerous Assessments of Parenting Capacity and Custody and Access, and presented expert testimony, for the Courts. Dr. Perpick-Breton has been extensively trained in Cognitive Behavioral Therapy, Interpersonal Therapy, Insight-Oriented Psychodynamic Psychotherapy, Medical Hypnosis and Emotionally Focused Therapy (EFT) for Couples. Notably, Emotionally Focused Therapy is one of only two scientifically validated approaches to working with couples in varying levels of distress, and Dr. Perpick-Breton is one of only two Psychiatrists in Canada, and the only Psychiatrist in Western Canada, to be an ICEEFT Certified Emotionally Focused Couples Therapist and is a Supervisor-in-Training. Dr. Catherine Krasnik (M.D.)
Dr. Catherine Krasnik is a Consultant Staff Psychiatrist at Niagara Health System and Assistant Clinical Professor at McMaster University. She has completed numerous court reports addressing the issues of Fitness to Stand Trial and Criminal Responsibility in Canada, and more recently, in New Zealand, where she was the Forensic Psychiatrist physician lead at Nga Taiohi, the National Youth Bicultural Forensic Service in Wellington. Prior to this post, she worked as the Clinical Lead and Forensic Psychiatrist at the Syl Apps Youth Centre since 2010. This is a medium-secure youth forensic mental health facility in Ontario, Canada that is comprised of a secure treatment unit, a unit for remanded youth with mental health concerns, and a separate unit for youth who have been found Unfit to Stand Trial or found Not Guilty By Reason of Insanity. She completed her medical training with an MD, PhD from McMaster University in Hamilton, Ontario, Canada in 2006. She has specialist qualifications in Psychiatry, and Forensic Psychiatry with a subspecialty designation in Child and Adolescent Psychiatry from the Royal College of Physicians and Surgeons of Canada since 2011. She also has completed visiting fellowships in ECT (Columbia University) and rTMS (Duke University). She has been a Fellow of the Royal College of Physicians and Surgeons since that time. She has worked in the field of forensic psychiatry since 2010 and has routinely provided psychiatric reports to the court. She holds public appointments to the Canadian Consent and Capacity Board since 2012 and the Ontario Review Board since 2014. The Ontario Review Board is a specialist adjudicative panel that performs reviews of forensic clients designated as Unfit to Stand Trial or Not Guilty by Reason of Insanity. She has given expert evidence to the court and has been instructed by the court, defence and the prosecution. Dr. Martin Breton (M.Sc., M.D.)
Dr. Breton’s background includes a Bachelor of Science degree in Physics and Computer Science, a Masters degree in Condensed Matter Physics, and 4 years of research in Medical Genetics from the University of Toronto, where he also completed his Medical Degree. He is a Family Practitioner with extensive training and experience in Mental Health. He worked at Centre For Addiction and Mental Health in Toronto, Ontario for 3.5 years, where he was in charge of both the Dual Diagnosis and Geriatric Units. His expertise and knowledge base around Psychiatric medications has been an asset to his medical practice. Additionally, he has completed the most intensive training available in North America in Medical Hypnosis, and is particularly skilled in its application. He is extremely interested in working with clients to treat and manage chronic pain, and as such, has been fully trained in prolotherapy, a method of repairing chronically injured or unstable joints and spines. Dr. Emily Gavett-Liu (M.D.)
Dr. Emily Gavett-Liu is a child, adolescent, adult and forensic psychiatrist. She completed her medical school and General Psychiatry residency at the University of Buffalo School of Medicine, and went on to complete her Child and Adolescent Psychiatry and Forensic Psychiatry Fellowships at SUNY Upstate Medical School. She is triple board certified in General Psychiatry, Child and Adolescent Psychiatry, and Forensic Psychiatry through the American Board of Psychiatry and Neurology.
Dr. Gavett-Liu was the medical director for the Children's Guild, a non-profit organization serving children, adolescents and their families throughout Maryland and Washington D.C., for nearly 5 years. At this organization, she also had a busy outpatient clinical practice, was a consulting psychiatrist at the organization's non-public Level V special education school, was a consulting psychiatrist in their group home facilities, and was a consulting psychiatrist for many youth in the organization's therapeutic foster care program. She was the co-owner and co-founder of Comprehensive Psychiatric Services of Maryland, where she provided therapy and psychotropic medication management for youth and adults. Since moving to Canada in 2018, she was the lead psychiatrist for the Flexible Assertive Community Treatment Team (FACT Team) at the Canadian Mental Health Association (CMHA) of Waterloo Wellington for 2 years. The FACT Team serves individuals with serious mental illnesses and diagnoses such as Schizophrenia, Schizoaffective Disorder, Bipolar Disorder, Posttraumatic Stress Disorder, personality disorders, and Substance Use Disorders. In addition to her clinical work, Dr. Gavett-Liu also has vast forensic psychiatry experience with youth and adults. She has performed hundreds of forensic and medico-legal evaluations over the past nine years. She served as the Senior Medical Advisor for the Office of Juvenile Pretrial Services through the Behavioral Health Administration for the state of Maryland. In this position, she oversaw all court-ordered Competency to Proceed evaluations for youth in the state of Maryland, trained the psychiatric and psychological evaluators and competency attainment providers, and performed evaluations, often with youth who had the most difficult cases (i.e. individuals who were very young, had more serious charges, such as attempted murder, or who were accused of more high profile crimes). She has performed state and federal evaluations with youth and adults for the court, and has testified as an expert witness in New York and Maryland. She is also now performing medico-legal evaluations in Canada, such as independent medical evaluations for individuals that have been in an accident, treatment planning evaluations, catastrophic assessments, evaluations for tort cases (lawsuits), disability evaluations, and return to work or fitness for duty evaluations. Dr. Gavett-Liu has conducted forensic and medico-legal evaluations and testified is cases where the accused is charged with serious crimes such as murder or attempted murder, and for individuals as young as 8-years-old.
Dr. Anson Liu (M.D.)
Dr. Anson Liu is a Psychiatrist. He completed a Bachelor’s Degree in Economics and Finance at the University of Sydney, a Bachelor’s Degree in Biology from the University of Texas at San Antonio, a Masters Degree in Hotel Administration at the University of Nevada Las Vegas, and his medical degree at the University at Buffalo, School of Medicine and Biomedical Sciences. Dr. Eisenberg has a B.Sc. (Honours Psychology), M.Sc., (Psychology), and M.D., from McGill University, and was the recipient of several scholarships. Dr. Dorothy Reddy (M.D.)
Dr. Dorothy Reddy is a Medical Doctor licensed in BC. Previously, she practiced in New York.
She specializes in Adult Psychiatry (x 18 years) with a Subspecialty in Child and Adolescent Psychiatry (x 16 years). Dr. Reddy is American Board Certified in both Adult Psychiatry as well as Child and Adolescent Psychiatry. She is also a Fellow of the Royal College of Physicians and Surgeons of Canada.
Her patients are complex with at least 4-6 diagnoses each. The diagnoses include Bipolar Disorder, Treatment Resistant Depression, Major Depressive Disorder, General Anxiety Disorder, Panic Disorder, Obsessive Compulsive Disorder (OCD), PTSD, ADD/ADHD, Substance Abuse, self-harm and Eating Disorders.
Dr. Reddy has expertise in Diagnosing Disorders, making Treatment Recommendations, and Medication Management. Her Assessments are thorough and include doing bloodwork, ECG, myDNA (which helps with medication choice and management), and often Brain imaging (Positron Emission Tomography (PET) or Brain Spec). The latter is important in understanding brain function.

Dr. Julia Wong (M.D.)
Dr. Julia Wong is a Fellow in Child and Adolescent Psychiatry, a general Adult psychiatrist, holds a Master of Arts degree in counselling psychology from the University of British Columbia, and a Bachelor of Science in Psychology from the University of Victoria. She works at BC Children's Hospital as one of the Emergency Room Consultant Psychiatrists and is the Psychiatry Continuing Professional Development Director. She has worked as the Co-medical director of the BCCH Provincial Eating Disorder program, consultant to the BCCH tertiary ADHD clinic, and consultant in the Compass Line program for mental health questions around the province. Dr. Wong also works in a specialized school program in the community and has a private practice working with elite athletes and performers, is consultant to the Canadian Sport Institute with a previous affiliation to the Canadian Centre for Mental Health in Sport. Dr. Wong holds an appointment as a Clinical Instructor in the UBC Department of Medicine.
